Either cooperative or competitive. Players will take turns adding a tile to their city and potentially moving new settlers into vacant lots or constructing monuments.
Long Description:
This tile-laying game feels like a Carcassonne plus. One your turn you will add a tile to your city to create various sized districts. These districts will house different landmarks and vacant homes used to attract common citizens and nobles. Once a district is complete, settlers can move in and monuments (additional scoring options) can be built. Then a player adds a new tile to their hand and play passes.
