While on a patrol near the Klingon border, the USS Intrepid, suffered a suspicious and near catastrophic explosion. Forcing the crew to jettison its secondary hull (along with the warp drive) she now limps back home. Federation forces, after receiving her distress signal, are now rushing to her aid. The Klingons, however have other ideas.
During the General War, an Alliance War Cruiser Squadron made a nuisance of themselves by repeatedly raiding Coalition convoys. The Coalition setup a plan to end the nuisance.

At the height of the General War, a particular War Cruiser squadron of Alliance ships, nicknamed by Starfleet Intelligence as the Dragons, had been repeatedly and successfully raiding the shipping lanes between Romulan and Klingon territory. This major interruption in the Coalition supply chain had become intolerable, even more so due to the fact that the Dragons would always successfully evade pursuit by the means of passage through a nearby asteroid field. The Coalition decided to route a sacrificial (and empty) convoy to invite an attack. After the Dragons obliged and were making their way back toward the asteroid field, there appeared a surprise welcoming committee...of Klingon and Romulan ships.

Guests from all strata of society attend the bal masqué and struggles for supremacy between and among the city government, the mercantile companies and the underworld simmer just under the sophisticated, genteel surface.
