The resources and circumstances of phase 2 will be determined to a great extent by choices the group makes during phase 1. WARNING! Outbreak: Undead is a Survival Horror system. There will be gore. There will be heartwrenching decisions. There will be horrible acts being committed by zombies and the living. We will discuss limits before the game, but it will be intense.
