Remember from earlier rounds: Four persons qualify by playing. The other two slots are for the two players from any round who built and powered the most cities that did not qualify by advancement.
Qualifier on the U.S. board. Game has players act as CEO's of power companies and grow the business across the US. Player with most powered cities at end of game wins.
